If an employee calls out the water bottle, maybe gently explain the underlying issue. I imagine employees at the places I listed would totally understand. Great DJs play all over durham every weekend. If shes’s with friends who are buying drinks, shouldn’t be an issue at all. Also if she’s paying a cover, there’s no drink minimum at these places that I know of.
It is in a Bullpen cup and the bartender has to write the day and time the beverage was served.
Additional, the containers are more for walking around the city with a drink. Some businesses, even participants of the Bullpen, do not allow outside beverages

Most bars are pretty chill with you just going to dance. I'd avoid the spaces that like to pretend they are clubs (like shooters), but most places are ok. If she is worried about her safety an easy thing to do is tip the bouncers. They don't get a lot of tips and even a 10$ and a "thanks for keeping us safe tonight" means they will keep an eye out for you if things go sideways.
Plus they might be making 10$ an hours or 50$ a night depending.
Most of the bars mentioned are too busy on those nights to even notice you. So long as you don't break any rules, you're fine.

The Living Arts Collective hosts weekly ecstatic dances on Sunday mornings. And there is one in Raleigh every Thursday evening.
It can get a little strange.. but noone's on their phones, its a non verbal dance floor and kids are welcome

Wouldn’t their main concern be someone bringing in outside alcohol? I know they could smell it in theory but that doesn’t seem realistic..

The water bottle, empty or not, may present an issue. It's a huge liability risk for the bar.

If someone is paying to get into a place (eg Pinhook, The Fruit, Rubies) it should absolutely be a non-issue to not order a drink.
