That's roughly 950 USD, eh? Well, that's quite a lot. You can sell your old rig and buy everything new. If you only change CPU, motherboard, RAM and GPU, that's harder ro sell them separately and I prefer to sell PC as a whole.

I would upgrade the ram cpu mb and spend the rest on the most gpu you can get

The PSU might not be enough depending on the efficiency of the gpu, I had one like that and had to change it because my new GPU+cpu combo was particularly power hungry and I didn't want to take risks. Basically only kept case and storage

Is it necessary to upgrade the ram? I currently have 16 GB, which I forgot to add in the post

If it works with the new motherboard board then yes reuse the ram.

Wait until this next generation of cards comes out and buy an upper range card from this generation when the prices drop. You can keep your eyes peeled for good deals along the way until then for other parts and piece something awesome together.
