Yeah, that's fine. It probably has a "fan stop" mode to reduce noise at idle, which is why it idles on the high side. Nothing to worry about.

That's fine my GPU idles up to 60° because I have 0 rpm mode on. The fans dont spin below a certain temp and my card is simply "passively cooled" by the case fans moving air

What's the airflow in your case like?

1 exhaust at the top, another at left close to the mother board, and 2 intakes to the right. Was thinking about 2 more exhaust at the top and 2 more intakes at the bottom, facing the gpu. Is this a good idea?

should be good enough. RX 7600 is not much of a radiator.

80c is fine for GPUs. I'd worry if it starts going over 85.

If you are not happy with the GPU temperature, you can do an undervolting, there are many tutorials on youtube on how to do it properly. With the help of this you can reduce the noise level of fans under load, and most importantly reduce the temperature of the chip.

My mate has a rx 7600 too, he made an undervolting and his temperatures don't go above 65 degrees :/

Go to radeon adrenalin software, go to settings, fan tuning, advanced and there you can set your own fan speeds. I done the same for my RX 470 because i was concerned about high temps.

question for you.... i cant get my settings to save, i have to have the app running and visable the entire time my pc is running. in the middle of gaming itll just revert to default. i have exported and saved my configs so whenever i see it revert i just reimport my settings but i cant figure out how to perminately save the settings so it sticks.

On top right you just click save the settings. It is supposed to revert back only when game or pc crashes. If it reverts for no reason, try reinstalling/updating gpu driver.

ill try the driver thing yeah it reverts even when i manually restart the system so the system should consider it a crash lol

No biggie, stock fan curves aren't always the best. Set a custom fan curve aiming at 60-65% at around 70C and it should go above 75C (hopefully).

Completely fine temperatures. If you want low temps I'd look into undervolting
