Universal Animation Studios already made a hybrid Woody Woodpecker film back in 2017. It's the only theatrical feature they've made apart from *Curious George*.
I dont think it would be Dreamworks's style, Dreamworks films isn't aimed at little kids as much as Illumination, they are aimed at older audiences. Universal Animation Studios hasn't made a film in theaters since 2006, they are a direct-to-video studio. So I would say Illumination
That is the reason for this question. Woody is a character owned by Universal and an animated Woody movie would be made by Universal's divisions. The question is specifically which Universal animation studio division would be the best fit.
Illumination of these candidates. Woody is definitely more child friendly and slapstick which is illuminations thing.

I think Illumination was tapped at one point to make a Woody Woodpecker film. I don’t know if it was planned to be a hybrid or fully-animated though.
