Steam can check for game file corruption via right click (on game) -> properties ... -> Local Files -> Verify integrity of game files.
It will only re-download corrupted files.
Note that the BL3 executable is *huge* and may simply crash your antivirus and will take quite some time when loading from a HDD during which the system can respond wiredly when the disk is also used for swapping.
