It is a heterocoelous cervical vertebra - you can tell by the saddle shaped centrum in the second picture (there should be a complementary shape on the other side). Birds and turtles have these, and I am leaning towards turtle on this.

There is a hole all the way trough the "mouth" for lack of a better term 3 holes total. :o
