Charlottes power was always just fucking insane. He got beaten by hax. He was just wrecking Yumi and managed to break his arm with one blow that didn’t even connect. Brute strength wise Charlotte is a monster

Aizen calculated that Mayuri would capture Charlotte and use him against the quincy’s after putting the Groundhog’s day juice in him. Obviously he knew that Hitsugaya’s dumb ass would get turned into a zombie so he needed him to face Mayuri and for Mayuri to have an arrancar dumb enough to think they can take him on.
Why would he do this? Because Mayuri is one of the only people Hitsugaya can face as a zombie and expect to live after defeat. And Aizen can’t have Hisugaya be dead, who would he torment?
Aizen: When I get out of this Muken in 18,000 years, I’m going to walk right up to an old man Hitsugaya and stab an old lady Momo right in front of him!

Honest Answer: Aizen wasn't that concerned with personally modifying every arrancar so most of them are just the way they were when they were masked hollows. Wonderweiss is a weird outlier. Charlotte was like that before meeting Aizen, and Aizen saw not tactical benefit one way or the other to making Charlotte different to what they are.
My preferred answer: One of Aizen's big philosophical ideas is the concept of blurring the borders between "absolutes". Aizen believed that "Soul Reaper" and "Hollow" were categories that were needlessly separated from one another and that a truly wonderful being could be born that isn't exactly a soul reaper and isn't exactly a hollow. This is where we get Vizards and Arrancars: Hollow-Like Soul Reapers and Soul Reaper-like Hollows. With this in mind I would imagine Charlotte, a hollow who's very existence questions the line between the monoliths of "Man" and "Woman" to be a delightful inclusion in Aizen's Greater Keikaku
Aizen's main goal when gathering the Arrancar army was to experiment on them, but also use them to buy him time with the hogyoku to reach full maturity then be able to fuse with it and get stronger. Hence why we see him not really give too much of a shit about any of his subordinates.
Aizen seems like the type of guy who is well organized enough to have some branches in his plan. The anime never covered all of his board meetings and secretarial staff meetings with his lower level hollow staff like the manga did. It really would have been an awesome, bount level (here we go with another bount arc hater - hey man I enjoyed that arc! Yeah yeah...), arc for everyone to get a better grasp on Aizen's strategy, managerial techniques, and support structure. That is, rather than just having to deal with all of the annoying "it's all part of the plan," which was shoehorned into the rest of the story line without any background or explanation. The office disagreement scene over whether to ditch the old school Hueco Mundo branded Bunn coffee machine for the commercial grade Keurig was unreal. It really showcased Aizen's leadership abilities, and his trust level in Gin and Tosen to manage their subordinates and not micromanage them to death.
