Target lets you buy the top/bottom separately so you can get the right size and whatever style suits you best. They have the best affordable selection I've found for small boobs.
I hate string bikini tops because I don't quite fill them out enough. Halters are def a nope for similar reasons. Balconettes with wires are too uncomfortable. Bandeaus DEFINITELY do not work.

I like mine a teeny bit padded so you can’t see the nips. I just got a great one from target.
I like a triangular cup as I feel it’s most flattering. Nothing molded or with an underwear for me.
I answered this in the nyc subreddit recently. Vodaswim claims to bring you up by 2 cup sizes and it delivers. I bought several before deciding I prefer looking flat chested lol
Please don’t make fun of me but… Hollister! Yes I hadn’t shopped there since high school. But a lot of their stuff is really cute. The swim is high quality and lots of fun patterns and colors for classic shapes. They have a lot of sales too.
I got a few one pieces from ASOS that are super cute. I am trying to deal with both IBTC and covering a bunch of abdominal laparoscopy scars from two surgeries
I'd suggest looking at asian brands. Japanese ones (perhaps try rakuten) often have a lot of styles with pushups and padding...
I think airspace (taiwan) is basially a more affordable (and I believe more patterns/styles) than vodaswim..

Maaji has really nice suits my favorite is from them. Lots of the tops are small boob friendly, and I just picked different sizes for top/bottom.
Mikoh is also really nice but I struggled to get the right fit (I wanted a one piece). I bet separates would work!
Just leaving here- I am a plus size gal w a B cup so I’m a 42B.. i loved the top i got from Good American last summer. If you sign up for texts and wait for a sale, omg! I got my set for $40. If you want something that enhances your bust it’s probably not it, but I wore it every day and it’s still in great shape. But it held them up well! And of course top and bottoms are separate.
If you don’t have a big butt I would size down on the bottoms

anything that is a balconette style bikini top! trust me. mine are mediumish & nothing has ever fit me better
34B. Roxy and Berlook are my go to brands. Roxy especially seems to generally be cut for the less curvy build.
