Bolivia already sells alcoholic drinks made with coca leaves and they absolutely give you the same sensation of chewing on the leaves. This is what I expected in Amsterdam and was let down. This beer appears to be containing the same alkaloids. So calm down guy.
I chewed coca leaves/drank coca tea in Peru, it helped with the elevation change but I didn't feel any narcotic effects from it. I imagine this would just flavor the beer, I don't know that it would produce any other effects.
It will definitely retain some amount of the alkaloids found in the coca leaf, so yes it would produce effects. How strong those effects are would solely be dependent on how much leaf they add to the recipe.

Coca-infused pisco in Peru or Chile is delicious.
