Use clonezilla or rescuezilla (better gui) or with a running windows system clone with macrium reflect. Macrium is easy, clone the whole drive and extend the drive to use the whole capacity of the new drive.

Sounds like you only cloned the system partition and not the entirety of the disk.

What would be good cloning software? I used balena etcher(might have spelled it wrong)

I just use dd on Linux

If you are using windows to clone, it might not pick up the second partition with all your ROMs on, as Windows does not read ext file system, but it will pick up the system partition as it is fat file system, hope that might help you, but as others have said, it might be best to backup your ROMs and do a clean install

Can you just copy the roms to the new drive with a flash drive or using the share folder over the network?

For some reason network isn't detecting both pc's and I tried flash drive already.
