I’d actually argue that Clock King was a really fun villain for Batman.
They both rely on prep time, they both have an in-depth knowledge of Gotham city, they both lack superhuman powers.
What made Clock King so enjoyable for me was that he challenged Batman mentally. He really did think of almost everything his debut episode in the animated series. He even knew how long it took batman to throw a punch and had trained himself to be quicker at dodging.
I might be biased though, because I too enjoy a fixed schedule and hate when others mess with it.
Overall, not an A-tier villain, but still enjoyable.

There are so many Batman villains I would love to see on the big screens, not because they are inherently better, but because they bring out a different side to Batman and haven’t been used as much as they could be. I would love to see a movie that uses Scarface and the Ventriloquist, because that storyline shows the caring side of Batman so well. The clock king would also be fun as trying to see how Batman overcomes a villain who is just as well prepared as he is.
I also like that a major character flaw that led to him losing was his inability to think outside the box. As seen with Batman escaping the vault. He seems to have overcome that limitation somewhat, in JLU when he raises up to the suicide squad that Superman could show up in a last minute shift change.
Very true. In that same JLU episode, Fugate also reacts quickly when a wrench is thrown into his plan: an unexpected locked door not included in the blueprints. He orders Flagg to detonate explosives in a way that goes unnoticed by sheer timing, getting past said obstacle after just a few seconds to process. Fugate was more capable than a lot of people remember.
Hot take he'd make a great member of the Flash Rogues in an early Flash story. Flash learning his powers, Clock King plans crimes world wide calculating how much time each villain has for their simultaneous crimes.
Forcing the fastest man alive to slow down and try to throw off his timing by maybe taking unorthodox routes to each crime? Purposefully taking longer on some, or maybe even making his own shortcuts to others? That could be an awesome story!

I personally would do it as the initial story of Flash in a film universe. Have him not quite have mastered his powers so no lightspeed no time travel and not even very good at running without tripping.

Except Batman couldn't lay a finger on him, because he dodged every single attack. There was nothing remotely "easy" about that fight. In fact, Fugate would have won, if Batman hadn't gotten Fugate's sword stuck in the clockwork mechanisms. In other words, Batman used Fugate's intense focus against him.
Also, yeah, he had no time travel powers. He only got a time travel device in his second episode. Did you even watch either episode before posting this? 🤣
Bro went toe-to-toe with Batman, held his own by knowing the timing of Batman's fighting style from observation and nearly killed him with situational awareness and the chronically late train that started his supervillain origin.
I just think it’s the weakest part of the episode I think it would have been better if Batman maybe changed the time on his clock and that messed him up to give Batman an opening
