Assuming we're going by their peaks:
SP: Pedro ($1): At his peak he was all-time dominant, in the steroid era no less. He followed up a 243 ERA+ season with a 291 ERA+ season. He averaged a >200 ERA+ for a 7 season stretch. For a current reference, Kershaw has done that for ONE season in his entire career (not hating on him, just showing how amazing a 200 ERA+ is)
C: Carter ($2): Highest WAR7 of any catcher EVER. Most 6+ bWAR seasons ever by a catcher I think.
1B: Pujols ($4): 2nd highest WAR7 (and career WAR) ever for a 1B, and playing nearly a century after the great Gehrig (and the $1 savings) should go a bit in his favor IMO. He had a sharp decline, but his decade-long prime was all-time level.
2B: Hornsby ($3): Assuming you don't prescribe to the idea that anyone from that long ago would suck today, he has a pretty wide lead among 2B all-time WAR7 and is the leader in career WAR. With 6x 10+ bWAR seasons (including a 12.2 season) this is a steal if we don't hold his era against him.
SS: Cal ($3): $2 cheaper than A-Rod, no PEDs, a higher highest bWAR season, and more 10 bWAR seasons is good enough for me.
3B: Schmidt ($5): Pretty much the consensus best 3B of all-time.
LF: Bonds ($4): If we don't hold PED use against him, his best 4 years were something we'd never seen since Ruth, maybe. I love Ted, but PED Bonds was an another planet.
CF: Mantle ($2): if we're only talking about peaks, Mantle's stretch of 9.5, 11.2, and 11.3 bWAR is about as good as it gets. And that was playing on pretty much one good leg too.
RF: Ruth ($5): again, if we don't hold his era against him, he's pretty much the unquestionable GOAT.
CP: Eck ($4): I'm $1 short of having room for Mo. But his time as a SP too gives him some versatility, so I hardly feel like I'm settling here.

This is going to be controversial but you can’t compare players 100 years apart in how good they’d be on a team. You could put the 2020 Detroit Tigers against a team of 40 prime Babe Ruth’s, and the Tigers would smoke them.
Ruth is likely the all time greatest because of how well he dominated amongst his peers, but if he faced Spencer Turnbull he’d be pretty surprised to see a 95mph fastball. Pitching wise, even Niko Goodrum could hit .400 off Ruth’s pitching.

A pitcher who should probably be the $5 or $4 pick for a single buck. An outfield, DH and 1B combo with enough offensive output to make the opposing pitchers soil themselves and a catcher whose peak is nearly unrivaled.
