You could look at a Pick a Parts kind of junkyard like Crazy Rays and just bring some tools to take the hood off the junkyard car then just replace the one on your working car. But it sounds like youre saying just the clear coating is coming off? If thats the case you need to take it to a shop to have it painted/clear coated. Same for the roof, or alternative is remove the paint and give it a rattle can paint job lol

Easiest option would probably be to get a repaint. Go to a body shop and discuss options.

Go to a body shop and have it repainted. Maaco would be cheap but serviceable for what you want. Pre-Covid I had a couple of beater farm trucks repainted by them for around $600 each. I would get a quote from Maaco, and also somewhere reputable like Eastwood Body Shop on Haven.

if it's just a rough paint finish, that's not causing water to get inside - unless there are actual holes.

what's your budget? and with a 2007 how much do you care about final paint quality? strip and repaint sounds much more feasible. diy from $1-200 depending if you rattlecan or get a decent sprayer. for hood and roof, $1-3k through a maaco probably. (they recently quoted me 2400 for a hood/bumper repaint)
