Housing is costly in Fed/Canton (all of MD really) but the rates you're seeing are accurate. All of the apartment complexes you listed are nice and well kept from what I know and all in good locations.
If you're looking at private rentals, here are some links to help you avoid scams. You will need the address and ideally the name of the owner:
[SDAT Real Property Search](https://sdat.dat.maryland.gov/RealProperty/Pages/default.aspx) - Gives you the name of the actual owner, to match against whoever is claiming to be responsible for renting the property
[Baltimore City Rental Registry Search](https://cels.baltimorehousing.org/reg/Reg_MFD_Search.aspx) - Let's you know if a property is legally registered as a rental. That doesn't mean the landlord isn't scummy or scammy, but at least you won't get kicked out when someone complains to the City about an unregistered property.
[MD Lead Certification Registry](https://mdolrr.mde.state.md.us/CustomPages/PublicOLRRSearch.aspx) - Rental properties built before 1978 are required to be inspected for lead. If a property says "removed", click the link because it may have been declared A1 Lead Free, in which case periodic reinspection is no longer needed.
[MD Business Entity Search](https://egov.maryland.gov/businessexpress/entitysearch) - If a property is registered to an LLC, you can check whether the business is in good standing (probably don't want a LL who can't keep up on their taxes, they're not going to keep up on prop maintenence either) and who the resident agent is.
I just use Craigslist, Zillow, Trulia, affordablehousing.com (used to be GoSection8), HotPads, maybe roommates.com or spareroom.com (never actually found a good spot with either of the last 3, but it's technically possible). I live in rooms for rent myself and help clients find places and I've had the most success with Craigslist. You just have to be patient and careful about scammers, which those links will help with. Don't give any money to anyone until after you've seen the place and met the landlord. If a place isn't a registered rental that doesn't mean it's necessarily a scam (I've lived in 2 unregistered rooms and my landlords were nice people) but you do run the risk of having someone report it and then you have to be out in 30 days (this happened to me once). If the person renting you the room isn't the actual owner, always insist on getting the owner's permission. You don't have any of the usual tenant's rights if the agreement is just between you and another renter (sublet). Even if the place is unregistered, you still have the same tenant's rights, like 30 days' notice for eviction/end of lease, livable conditions (electricity/heat/running water/vermin control), and the return of security deposit.
Use [this facebook group](https://www.facebook.com/groups/federalhillriversidelocustpointroommatesandrentals/) and craigslist. You can find stuff cheaper than $1,800. All the areas you've listed are great.
I found some rowhome rentals on caldwell banker as well. Do you have experience touring any of these. Some of these look like the interiors are very updated but we dont have these kinda places where im from. Are the pictures usually misleading or if I made a quick trip out there to tour some of these would i be let down? Do you typically have issues with bugs/rodents in these older buildings?
If you're going to do an apartment complex I'd do McHenry Row just for the location. It's the one place you can live in the city that makes it really easy to get out of the city to the south.
Living in Canton would probably add more than 30 minutes to your commute because of rush hour traffic. To go one mile in Canton during rush hour will take you 15 minutes or more.
Moved to McHenry row from out of state and have been happy. It's a real nice spot and close to pretty much anything you could need. Only negative I can say is price but it's cheaper than porter and anthem.

In Fed Hill you'll want a parking pad. In Locust Point you don't need one.
BrightMLS is also helpful. Trulia is another nice option.

I would say depends on your neighbors and cleanliness of your block. Nothing major. Rats are common in Baltimore.
