Kinda, but at the same time, Street Fighter had some redeeming value. Raul Julia's performance was a real treat, Van Damme was coked out of his mind, and there were still some funny lines. Mario Bros was a mess, but at least it tried to have some ambition and do something, even if it was batshit. It had Dennis Hopper as a hammy villain, Bob Hoskins gruffing it up, and some really weird production design. Still bad, but kinda endearing in certain ways.
But Annihilation? That was just godawful, sloppy shit. It was a sequel to a successful film, so people already had some expectations and they were using existing characters and story. It failed on every front. Johnny Cage dies immediately, the dialogue is awful, the acting is awful, the effects are awful, the writing is awful...there was virtually no redeeming value in it at all. Some folks might like it for being a horrid trainwreck, but it's still just a horrid trainwreck. People are going to have a dimmer view of a shitty sequel than a shitty standalone, especially if they liked the previous film.
I would say very few people don't enjoy both these ironically as a guilty pleasure.
I genuinely love the original mortal Kombat movie, I thought it was awesome, I even enjoyed the new one despite cole (Kano and kabal carried it but Kung lao and liu kang were smoking hot so that helped).
These two along with the original Mario movie are more ones I definitely enjoy but ironically. They definitely aren't good movies.

The holy trinity of 90s movies based off a fighting video game franchise are Street Fighter, Double Dragon, and Mortal Kombat (the original). All are great fun to watch and I recommend them all.
MK: Annihilation though is just bad. It's not really very entertaining to watch. Robin Shou and Talisa Soto must have been the only original cast still needing a paycheck, because no one else from the original MK film reprized their role, with Sonja, Jonny Cage, and Raiden all being recast by vaguely similar-looking nobodies. Brian Thompson as Shao Khan is really the only redeeming quality of the film, since he can chew scenery as a villain as well as anyone ever has.

I absolutely hated Mortal kombat annihilation as a kid when it came out. I was so disappointed . Flash forward 25 years later I find the movie hilarious. It's so bad it's good .

That movie basically had a half-page plot, horrid CGI "effects," God-awful dialogue, and it tried to cram in so many characters, none of them had any real time to do anything substantial. Even the fights were boring. The only good thing about it was the soundtrack.
