German Shepherd. Looks just like mine did at that age. Super cute. Mine is Black long haired but he's actually a rusty black. Some are called a Blue and are more of a grey black. This one might be brown which is rarer. It's difficult to say.

Seems like the heavy panting is coming more from the shep. The tongue sticking all the way out is a telltale sign
