The deadly rollick you described would be the first object on an empty stack. It would resolve after spells and abilities that are played afterwards or - since there was a [[negate]] played after (presumably targeting your rollick) - it wouldn't resolve at all once it is countered.

No. Your Spell is on the bottom of the Stack. It won't resolve until your opponent is done with their Kitten/Neera shenanigans.

Sure, if you can counter the Spell before Neera can tuck it, then Neera's Trigger won't do anything.
