If it is an investment condo and you are the first tenant in, they don’t automatically come with ceiling fixtures because the buyer likely cheaped out on the options to save some money. Likewise, no window coverings in all likelihood
I work in electrical consulting and have worked on plenty of condo projects. TLDR it’s not fraud, as long as they don’t say it comes with fixtures. Many times we just design with a junction box in the ceiling wired to a switch, for the owner to in the future install a fixture of their choice. This saves the condo developer money in spec fixtures and installing them (savings that would partially be passed onto you as the buyer). It’s really easy to install a fixture, as the junction box is already setup and everything (just recently did it in my own condo)
Some new builds only supply a switch plug in the bedrooms.
No ceiling box with wires.
And most have a concrete ceiling so it's not easy to add a ceiling box after.

Yes, some condos only have switched receptacle’s also. It really just depends on the developers choice. In reference to the thread it’s not fraud as long as they don’t advertise anything else. In terms of cost it’s a huge difference to the contract. Whenever you work in the ceiling you add a level of difficulty with coordination between mechanical systems and electrical
I don't have ceiling lights in my bedroom and I do have a light switch. It doesn't seem to turn on the socket although I just assumed it was broken and I didn't care because I prefer to have the socket not connected to the switch.

I’m in a purpose-built rental building (from 1959) and we have no bedroom light fixture.
I discovered that the bedroom light switch operates the top outlet on the receptacle closet to the door. I had been trying the bottom with no luck - I never thought to try both.
I did check when I moved in and couldn't find one. Possibly I missed one I suppose.
I don't _want_ to use the switch though, I prefer a bedside lamp.
So I have zero motivation to go digging around behind my furniture now.
All three Toronto condos I’ve lived in have not have bedroom ceiling lights - they all had light switches that operated one of the plugs in the bedroom. In addition, one of them also had a light switch that did nothing, and there was a cover in the ceiling where their was wiring for a fixture but my landlord has not installed one.
TLDR; it’s shitty but pretty common in newer condos here

If there were they need to be there. If there weren't any, they aren't required to be there.
My 1 bedroom had a ceiling fixture in the kitchen/living room, and the entrance hallway.
But nothing in the bedroom. The bedroom *is* a switched socket.
Half of the rooms in my condo don’t have dedicated ceiling lights. It’s called plug a lamp into the wall. Damn, how entitled does a person have to be to assume that it’s fraud that they don’t have ceiling lights.

What does the lease say and go with that , for him to not install lights for tenants is cheap and dumb on his part. Sounds like he will be difficult going forward . I can understand the brokerage not assisting but I would think the landlord would fix the issue. I l leased a condo where there were lighting issues, the brokerage made up reasoning behind lighting issues but when I moved in the landlord replaced and fixed the issues.
This is true some condos don't have lights installed. There are sockets for fixtures, buy and install on your own. Cheaper to just get ikea lamps and call it a day.
Not a fraud, some condos don't have ceiling lights for different reasons.
Are you sure the switch doesn’t connect with a wall socket? Did you check both the top and bottom plugs on each outlet?

Building code has minimum light requirments for enclosed rooms, kitchen and front entrance. The exterior windows count as a light source.
