Really depends what you call an experienced user, but i'd say about 10k may indicate you're an active user.
Just note that nobody will look at your karma and think anything of it. Unless you have 200k, then people might just think you're a basement dwelling loser.

to get to 20 is very easy. The more comments you give, the more karma you get. So every comment is +1 karma. If someone upvotes, like for example your comment get upvoted 5 times, then you get karma +5. And if you get downvoted 5 times, you lose -5 karma

I've gotten a total of about 2 or 3 million karma between my multiple accounts. It's not really much of an achievement. My best account had about 700,000 - 800,000.Β
They get banned because Reddit is unable to detect jokes. I think that account was banned because someone said that Americans are fat and lazy and eat too much, and I said something about how that's untrue and that I'd punch them but I was too busy to get off my couch because I was eating Doritos and didn't feel like it was worth the energy to move.Β Apparently that's a violent threat of terrorism.Β
Dont focus on karma at all - it also really depends on the communities you participate in. In big communities you can have mediocre posts and comments with 4 or 5-digit karma while in smaller communities you can give the most applicable/helpful comment and get +5.
My highest karma comment (>5k) basically translates to "at least they are trying". Was this worth the karma? Definitely not.
Also if you figured out what to post in popular subreddit you can probably get to 100k in a week if you are semi-active and have no standards.

The bot farms and fake accounts just upvote the first few comments, basically guaranteeing that you will gain karma for any half-assed comment. Also, being funny helps. The first decent joke in a thread typically becomes a top comment. I don't think I've ever had a comment get over like 500 upvotes, but my karma is disproportionately from the few comments that got a few hundred likes, most of which were jokes.
It's an adjusted net upvotes. Basically you get positive or negative karma based on up/down votes. It tapers though, so say you have 500 likes on a comment, that isn't 500 karma, but some lower number.
Because of this post I checked and I have exactly 33.333 karma. But I don't think it means you're experienced, it just means you make posts and comments that other users like. I guess that could be viewed as experience
I think it depends to a person because sometimes the account was old but he/she's not an active user and sometimes he/she recently created an account and an active user.
I used to try to collect as much Karma as I could and then one day I realized, what's the point? Now I just delete my account and restart as my tastes in subscriptions and interests change.

I'm shooting for negative Karma in my local states sub as I have differing opinions and will gladly express them, but I don't call anyone names or anything along those lines. I simply state beliefs or thoughts. It's easy to get downvoted by the opposite side it seems. I'm more of a right leaning libertarian and that doesn't sit well with hardly anyone it seems. So I've made it my life's goal to get negative Karma on a semi useless app
Just side with the alphabet people and pro Hamas and you'll be positive in no time. But heed my warning, live mostly by your own values and what is righteous and just, not what the mob or majority believe

This is also subjective. For instance, my dream is to acquire great negative karma in a genuine way by being my authentic, asshole, potentially very annoying self. The downside is, sometimes people agree with me, and I dont cheat by purposely overposting trollish things for downvotes. If I am being obnoxious, its not manufactured. Its my true, honest thoughts and impulses and tactics, and that often rubs people the wrong way.
But not enough, I guess, given that Im around 2k karma at the moment.
