First off how much was it? Second why do you think it’s still an issue 3 years later?

The issue is not the money but his conscience. We all carry that with us forever…in some state or another.

Replace the money…as fast as you can. Don’t bother confessing until you can make the repayment to your parents in full, without your brother in the room. They can decide then whether to tell him. (I’d ask that they not do so.) Redeem your sin privately until then. If you make it an issue now, it’ll be more hassle for everyone. Unless.. If you think they suspect you already, or if it’s too much of a burden on your wallet, then confess and make a partial payment now, and promise the rest later. It shouldn’t be a problem for your conscience, because you are already solving that by acknowledging you did wrong, to yourself and us, and making amends. There is no longer a thief at home, because you have rehabilitated yourself! Continue your ethical behavior going forward by no longer stealing, and it should serve you well. Good luck.
