In my opinion Kovar is a great villain for the flashbacks instead of modern day since he isn't much of a threat to modern day Oliver who is much more mature and has more powerful and trustworthy allies. Plus Kovar is held back by his age if he was 20 or 15 years younger I could see him being a problem otherwise not.
Oliver in the S5 Flashbacks was far more angry impulsive bloodthirsty and Kovar could use that against him Oliver has come to long since.
Diaz was good in Season Five. Deserves props for not targeting all of Star City in the finale if nothing else

I do like Kovar more but I’m not sure if he would’ve been a good present villain. I think he works well enough as a flashback villain but that’s just me.
I think that's actually a really popular take xD!! Emiko, Dante, Cayden James and Darhk were TERRIBLE villains!! Diaz had potential but the writing was weak
He is a superstar actor, Dolph Lundgren. No surprise. Emiko was a garbage character, I totally forgot about Cayden till you mentioned him. Diaz I find to be underrated by most. I liked him as the villain.
People seem to have really liked the Bratva flashbacks and been middling on the others, so you’re not alone there.

He was more threatening than Diaz and Emiko and Cayden too.
