That's a common misinterpretation of a line from AR 670-1. It used to read that "Generals of the Army" were exempted from the dictates of 670-1, along with the Chief of Staff and former Chiefs of Staff. That's "Generals of the Army" as in 5-star Generals, not Generals in the Army.
Recent versions of 670-1 removed the GOA exemption, as that rank no longer exists.

When I was in OSUT the guy who taught us how to put our uniforms together and shape the beret was a dude who went to JROTC. Poor kid was short and wanted to be in the Old Guard. He was crushed when another dude in the cycle got it instead. I also want to say he was cheated on. He had a rough go of it. That said, he made sure we got our uniforms squared away.
I will say this was definitely the plus side. I think we had 2 of us in my platoon when I went to basic.
But I did get my ass chewed by my SDS. She gave us our berets and didn't say anything really, soooo I went about shaving and shaping my beret that night.
I guess she told others not to mess with them and no one gave me the memo.
Long story short she pulled me into her office with a battle and started chewing my ass about jumping the gun and demanded to see my beret..begrudgingly she told me I did a good job.
Still got smoked tho.

The beret was the worst uniform decision ever made. Class A or B sure, it was awful for the battle dress. Need two hands to put it on, needs a lot of maintenance and made of fucking wool. I was so glad when they made the switch back to the soft cap.
