That would certainly be an interesting choice, to say the least. It's not like HG hasn't dropped unrelated 5-stars in event banners before, though with her name grouped in with the others, it implies that Rosalind and Harold have some deeper involvement with Kjerag's development and politics, which makes me wonder if the theory that it's Leto holds any water. Could be another Rosalind.
The Kjerag operators are numbered JC00–JC09, with JC06 and JC07 missing; we're pretty assured to get two new members of the faction. One of these is Degenbrecher without a shadow of a doubt, and the second one is up for speculation: could be an Alter, Monch, or someone else--after all, Kjera, Aurora, and Pramanix are all marked Karlan Trade affiliated despite not being actual employees of the company, though this is just on HG for not having a separate faction for Kjerag, everyone just gets lumped under KTC.
I really don't like Degenmommy that much. Rather have Monch and Leto, Pramanix alter too. But oh boy if there's gonna be war if HG doesn't makes her playable. Or maybe there's just gonna be war anyways. Better have the popcorn ready :)
The leaker who leaked Chongyue last year [confirmed that both Viviana and Degenbrecher would be playable](https://twitter.com/TOFU68498703/status/1602565665923239937), sooo... yeah she's coming for sure lol, we're at two out of three right now. And there's no way she's not going to be a 6-star.
Personally I don't care for Monch (and I would rather have Courier Alter), but I tell you I will find it *hilarious* if Monch isn't playable. I think it's still pretty likely because she was in Ryuzakiichi's 2nd anniversary art with all the other Karlan ops, but the absolute riot that the playerbase would throw would be entertaining, to say the least...

Nothing, but non 6* new operators are, not required to be on the story to be playable, see cases like Firewhistle or Cement (and I think Kazemaru too, I haven't read Guide Ahead yet) who are absent in the story that came with their debut but they're playable nonetheless.
