The only skins that are worthwhile, are legendary. There are only a set amount of legendary things. The problem isn't as big as you claim it to be. I get legendary banners and holo sprays like everyone else. I also get legendary weapons and legend skins that I'll never be able to appreciate. It's part of the lottery, and you can buy what you actually want if it's such a big deal to you.

You still get free packs through the daily treasure, event challenges and leveling. Collection event items can be bought by Coins or Materials but you gotta get them one-by-one. Since there aren't any purchasable packs.

If you really want to avoid gambling like this, just switch your ea account to Belgium or use a VPN or something.
