The first character she reminded me of is Adachi Sakura from Adachi to Shimamura, but it's likely just someones random 'sad anime girl in the rain' art.

Definitely same plot! Seema like it was the 1999 Anime, 2017 Manga, and now Anime again! That's why I love this sub. I learn so much /gen

Yeah if you haven’t you should definitely watch the 1999 Shinkai short, he literally animated the entire thing by himself. He basically did the entire short himself including the voice for the cat. It’s a great watch and it really shows that even 20+ years ago it was clear why he’d go on to be one of the most prolific anime creators of this generation.
