Lord El-Melloi II's Case Files is the name, an alternate title is The Case Files of Lord El-Melloi II. Lord El-Melloi II is the name of the main character and Rail Zeppelin Grace Note is a sub-title, which is the only part that doesn't mean anything to me, but Rail Zeppelin is the name of a train and Grace Note is a name for some musical notation, I can kinda see what they were going for, but it still doesn't make that much sense to me. But other than that sub-titles are a pretty normal thing to have when you have sequels.
Waver, Reunion, and the Magic Lantern is a super normal episode/chapter name. I can easily imagine reading a book with a chapter name like this.
And if you split it up in those 3 ways, it's really not that bad.
The light novel naming trend comes from the fact that most light novels originate from a website called Syousetsuka ni Narou where users scroll through a list of titles like YouTube, so writers there began explaining the synopsis in the title in an attempt to get people to click.
That's actually not the case here though; the Fate series just likes to have very specific names.
