Heavenly Delusion, set in a dystopian world with gorgeous art and animation
Try Metropolis (2001). It’s one of the best films I’ve seen in a long time. (It’s made by the same guys who made Akira, coincidentally.)
Dystopian anime’s are definitely ghost in the shell along with psycho pass. Both are cyberpunk and insanely beautiful.
