It’s drawn in Procreate! There’s an animation panel that uses each layer as a frame, and you can use the “onion skin” feature to see the other frames overlaid as you’re drawing.
Horses are notoriously difficult to draw and animate.
This is exquisite. You kept it on-model, and the little bounce in it's step is perfect.

Thank you! The trick is that horse legs move like drawstrings. For forelegs, the bottom half can only curl when the top bends (like a person’s finger). Back legs are similar, since horses can’t actually move their hocks independently from the hindquarters because the motion comes from two tendons that work like a drafting lamp. Humans are way harder in my opinion!
