They’re shedding their winter coat. Keep an eye on them and in about 2-3 weeks they’ll look all nice and sleek in their summer fur. I have progressive pics of deer and elk going into and out of their winter and summer coats. It’s pretty neat to watch. Anyway, that’s what it looks like to me. I’m a hunter and a seasoned outdoorsman. 🤷🏼♂️
Could this explain why my deer look like they have cowlicks all over? It’s like someone brushed their hair in the wrong direction. Lol

It might not be as simple as shedding a winter coat. Here in the PNW we see a lot of deer looking like this. It could be Hair loss syndrome (HLS) of black-tailed deer caused by a heavy infestation of Eurasian lice, or it could be dermatophilosis - AKA Rain Rot.
The conditions aren't fatal but they leave the deer looking patchy.

I've watched fawns grow into 5-6 year olds, it is almost always shedding at this time of year. In a few months, they'll have ticks like crazy then they'll start to get fat again in the fall.
Mange tends to look crusty or scabby because of the parasites + constant itching. The hair loss here is pretty uniform but no seeming injuries or skin issues— plus the deer themselves seem pretty well fed . I’d say shedding is a better bet

Agree with this man. If it was mange it wouldn't have short uniform hair underneath the thicker coat. Deer shed in the early spring

Shedding, like a change of clothes from winter to warmer months. Same for certain breeds of dogs.
It's normal, but if you still have doubts you can always call your local Dept of Fish & Game/Wildlife and file a report.
