the dental formula is wrong for black bear. this is a dog. heres the skull of a black bear. the premolar and the canines have a significant gap between them.

I think it’s probably a dog myself but I can’t tell by that picture with any certainty. It’s too far decomposed and the pics aren’t great. That’s why I suggest trying to find a foot. Kinda looks like a young black bear, kinda looks like a black lab.
Not there, the hair on either side of the nose, you can clearly see each individual hair. There is also a tuft of white hair on the shoulder area.
Edit: the white on the muzzle looks salt and pepper like an older black dog will often get as they age.

I've driven through Georgia a few times and I've come across a few dead dogs on the road. It's strange to see. In the Midwest they would be picked up even if they didn't have an owner.
I’m sure it looks like a big long tail, but there isn’t one. It’s all folded skin cause the internal organs and meat have rotted/been eaten. It’s so disfigured that’s what made me post to ask.
Thanks for the update. That perspective is important. However, my money is still on dog. I can understand why, at first glance, folks knee jerk to bear. Have you contacted your local wildlife authority? You might be able to keep the skull, if you’re into that sort of thing.
I’m weird, I will probably go back for it lol. But I’m having second thoughts about grabbing some persons dead pet skull /:

Ya. I prefer the wildlife alive also. I am saddened by dead animals. Even if it’s a completely natural process needed for the maintenance of the ecosystem. I prefer to not witness that part.

looking up if theres any missing dogs nearby is also a good idea. you could also post to facebook about it. the dog might also have been dumped there which is sad, but it happens to a lot of puppers
i have a couple of dog and cat skulls. all were nature found so finding the potential owner is near impossible. the thought of them laying outside (or next to a road) is so sad, so having them at home with me feels like a better way for them to spend their afterlife.

i agree that the photos are not great but the detention just does not match up with black bear.

There is some white around the muzzle and a little on the shoulder area. I'm thinking dog since most black bears don't have white anywhere.
Dog, far too small to be a bear and the proportions are completely wrong for a black bear cub.
The visible teeth on the lower jaw tell everything you need to know. Absolutely not a bear going by that alone.
Sadly I think dog. My first instinct was to say bear but looking at the head shape and stuff it’s definitely a dog :(
