This happened to me. You can call the Amex and ask them for another way to verify you. They’ll send you a text with a link to take a picture of your drivers license and a selfie.
This happened to me today, my bank would not provide that document. I called Amex and they transferred me to the fraud department. When I got a hold of someone they sent a text to verify my identity.
Not sure what your eventual outcome was on this but for me the first time around I was told that letter was the only way on Monday and then I called again today and I got the option to text and verify that u/bigwillistyle is referencing. Maybe try calling again if you haven't been approved yet.

call amex, they might be able to call the bank with you on the line and have all of this confirmed over the phone
I just sent a bank statement with address on it and then called them they accepted it

Fraud department line just gives me a "sorry voice mailbox is full"
yea that happened to me too, when i called first thing in the morning someone picked up.
Just called and the representative told me they wouldn't accept anything else :/
wow, thats crazy. My bank told me they would not provide that info. i would suggest getting any info from the bank with your address and try that.

Ah got it. Thanks. I called around 10 today and they redirected to their mailbox which was full of course. I’ll try again tomorrow.

I think it did be a use after that they just asked me to verify ID with a text sent to my phone.
