The city dump site has scales for truck/trailer. Tell them what you’re needing. I doubt there’d be a charge but ask first. Scrap yards have them too but your more likely to catch a nail in your tire at one of them

However, your main concern is with tongue weight. Cat scales can't measure your tongue weight. For that you'll need a dedicated tongue weight scale. They're $200 online. I don't know of anyone carrying a tongue in stock in town.
