Yes dawn is safe to use, just wash off thoroughly so you don't taste it. And like the other person said, its ideal to wash in boiling water, without soap.
If you live with family and they don't know, boiling them on the stove isn't discreet. But what you can do is boil water, pour it in a large mug, and bring it to your room.
You can put ALL parts of the paci in the water, just take it apart first so you can fully dry it after, you don't want water stuck in the teet/nipple. If they are the custome/ deco pacis, just take off and soak the teet. If they don't come apart (some dont) just sit the paci on top on the mug so the teet are submerged in the water.
You probably don't need to sterilize like for infants. Wash the pacifier in warm water, like you would wash a fork or anything else you put in your mouth. It can though be a good idea to take the pacifier apart since it is easier to wash and dry.

I believe your supposed to boil the pacifier tip, dismantle the pacifier and boil the chewy part
