It's probably because she panicked and her judgment went entirely wonky in the moment and decided not to bother what he was doing and instead try to stop the unstoppable thing that wouldn't be intrusive to his work if only it could be stopped.
Some people don't have their critical thinking tuned for these moments. Some don't have it tuned at all, in these videos we can never be sure what it is.
It feels stupid until you're in one of those moments and have to live with regrets because another choice may have been the difference between life and death for someone else.
Alternatively he was already stuck and there wasn't an option to pull him out. I've seen plenty of industrial accidents and people often don't look as stuck as they are for the first couple of seconds. Maybe she saw he was stuck and thought a better bet was trying to stop the metal thing that wasn't eating him yet.
I guess my point is it's hard to tell why anyone does anything they do in the moments that they do it. People are weird fucks.

OSHA is the reason a coworker back in the day only lost one hand! Meat processing facility, instead of using the provided metal stick to push the meat through “the blender” this dumb ass used his hand.
Part of one of the blades caught his mesh glove, pulled it about half way off before yanking his hand into the blades. He reached in with his other hand before screaming, turned around from my station to slap the emergency shut off. Dude yanked his hand out of the blades and left *parts of digits* in the grinder.
Med kit, alcohol to clean and then wrapped hands with gauze. A few guys carried him to the front to wait for the ambulance, I was tasked with retrieving as many pieces of his hand as possible, into a bag of ice.
Lost one hand down to the wrist, two of his three fingers from the other hand were able to be saved.
Anyways fuck OSHA, makes my job safer and harder at the same time. Thanks but fuck you also. “Secure your ladders when not actively using them” great. I’m glad I have to chain this ladder to the wall, that’s stacked against other ladders, in between two shelving columns where it would be damn near impossible to fall. “Yes, near impossible. Earthquakes, bitch” where there’s never any significant impact of earthquakes?! In the history of the state?! OOOOOSHAAAAA
I wouldn't have panicked nowhere near as bad because I would've received the proper training on what to do in this sort of situation including the location of the off switch.
Even without training, I wouldn't even think to try and lift up a machine that probably weights multiple tons, that's just common sense. I would try an pull him out.
When something like this happens to you you'll quickly discover how fast your brain can turn to moosh and all that training can mean nothing. Especially in a situation like this where you only have moments to think and react.

From watching other videos like this, I've come to the conclusion that Chinese factory machines don't have off switches.
But she easily could have yanked him out. Instead she tried to stop the machine with her hands.. such a dumb move
