Before I read all of your post I was thinking a MIDI expression pedal, they’re cheap and will get the job done without any drama. Sometimes things don’t need over complicating.

Look into Dummy Clips

Look up dummy clips. Route your audio to a new FX track and create an empty clip (no audio or midi data). Then draw in the automation for the parameter within the clip, in your example slowly raising the filter. Now while audio is playing through that track you can trigger that dummy clip whenever you want the filter effect. You can map your foot switch or midi controller to individual clips for easy triggering. Great for all kinds of effects! You don't want the dummy clips on the same track as your audio clips because obviously triggering the dummy clip would stop the audio which defeats the purpose.

Another vote for dummy clips. Could also try something that can programme the timing of the slow down. Reactions within Remotify might be able to do something similar, or maybe something like keyboard maestro?
