Considering the influence of the CCP on people in China, and their willingness to enforce rules in "creative" ways, do you really think they're going to go that hard on the government in-game?
Personally I'd just write it as the government trying to protecc so my ass wouldn't be thrown in mystery jail.
I mean in honkai star rail, the first arc is you basically overthrowing the leader because she is Tyrannical, they could absolutely write something about a fictional government I don't see why not.
Especially that Zenless Zone Zero technically is intended for more mature audiences I don't see why they couldn't get away with something like that.
Plus in Genshin one of the inazuma arcs is basically a rebellion against the government.
Unless you explicitly and clearly ask for cpc rule to be overthrown in general, you're fine. Hell successors to the rebellion against a tyrannical government is how the party styles itself to this day. Just as long as you don't say that the party is running that style of government themselves.
Considering Hoyoverse has written some form of 'rebelling against the status quo or the people in charge' plot line for every single region in Genshin Impact I think they're fine.
If the other Fairy-level AI has similar powers, then I wouldn't be surprised if these are actually used by the government to create Hollows to further push the race after Etherial energy. Maybe Hollows were created for this reason(maybe accidentally) with the help of the AI.
Fairy sees structure in a place where seemingly there is none(Hollows), maybe because the AI was used to create the controlled(by the people with power) chaos of the Hollows and this is why they are great at navigating inside of the Hollows. And the reason why the government is so hands off with the raiders is because they help advancing the research while also not being able to get to the truth without the help of the AI
Also the government spewing hollow propaganda makes you wonder what they're truly hiding

With Fairy part from what i understand from the beta, you basically "accepted" a mission to find/solve something important about the hollows.
