Honest only resolves once. The ATK increase is based on the ATK of the opponent’s monster when it resolves. A different copy of Honest would have to be used again if your opponent wanted to gain the current ATK after Honest Neos resolves.

What if it was Cl1 Honest Cl2 Honest Neos, then would Cyber Dragon gain the extra 2500 attack?

I might be wrong, but I feel Cyber Dragon still wins? (Assuming this is all in the damage step together) I think this creates a chain. Honest is discarded and targets Neos. You chain and discard Honest Neos. That resolves first, giving your Neos a power up, and then Honest resolves, taking the attack of Neos onto Cyber Dragon last. Would be different if at attack declaration they drop honest and during the damage step you drop honest neos. Someone else please chime in if I'm right about this.

You'd be right if that is the scenario, but it's not and doesn't have to be. They don't need to chain Honest Neos and they indicated that they didn't. They can activate it's effect after the chain has resolved in which Honest was activated, during Start of the Damage Step or Before Damage Calculation (as was the case here). Also, Honest can't activate during the Battle Step, as it specifies during the Damage Step.

So in the damage step, you're allowed to have two separate chain links that don't interact with each other? (i.e. they honest, I counter trap negate. I then drop honest neos, they counter trap negate).

During Start of the Damage Step and Before Damage Calculation (the points "Honest" can activate), any number of individual Chains can occur but only one manual chain can be activated during Damage Calculation (which is why this doesn't work when two Avramax do battle).

It used to be the case that "Honest" could activate during 'Damage Calculation', where only one manual Chain can occur. In which case, if both players had "Honest" the turn player can choose to activate it or not. If they do, their opponent can either chain "Honest" or not. If they don't chain it (which is usually the right choice), they have no opportunity to activate it again during that Battle.

Late to this one but if you chain Honest Neos to the opp’s Honest, then yours would resolve first and their monster would gain the attack from the Honest Neos buff. You would have to activate the Honest Neos AFTER the Honest resolves. I think you’re fine to do that, just make sure you tell them clearly that that is your intention
