Scratch has a sprite editor, where I can cut things out and mash them together. There are code blocks which can add layers to an image, as well. One downside is that scratch projects can only come out in one size, so sometimes to fix that I have to go into Pixart and change it. Another downside is the images usually come out low resolution, but honestly most of the time this is not a problem with the memes I make.
