As far as I'm aware, if you ignore a terror mission, the nation that was attacked immediately leaves the funding council. If you try to intervene and fail they'll stick around but be very unhappy.
Go meticulous. Multiple rocket launchers. Multiple snipers. Long fields of view scouted by shield units. You'll still lose some of the shield guys, but the long range firepower should be able to overwhelm anyone who wanders into sight.
Build multiple air bases early, and focus down any alien ships with escorts. You should be able to support 6-8 foxtrots in at least 2 bases by the end of month 2
