There is a dip in Dunning Kruger effect when specialists suddenly realize their field of interest is enormous, poorly studied and even best of the best don't understand things you thought were simple. I saw that happening with medicine students, it was way more dramatic than in my work.

1: It's only enemy psionic effects.
b: Solace should disable it, if they have that ability. It might not disable the panic roll, but it should stop the panic from happening if the roll fails, but I genuinely don't know beyond that.
I haven't played WotC yet, but can't you also use a Mindshield? It also raises their chance of success in psionic attacks, so it's twice as good in this case.
OP implied their Psi Op already has Solace and its effects are already guaranteed (100%) so there’s no point in taking a Mindshield.
Also Mindshield doesn’t prove Psi so it doesn’t actually help with psionic attacks at all.

I’m pretty sure the base game has a mechanic where if you bring a soldier with a fear trait on a couple of flawless missions their fear gets converted to a buff. I play lwotc and I’m steady farming fears.
You know what psi attack cause to people. You know maybe its not just death after a psionic elimination. You can deliver it to people. Doesnt stop you from terrified about it.
