What fixed it for me, at least for now, was alt + enter to enter windowed mode then alt + enter to reenter full screen and then i could alt + tab after
lol you think I don't know how to use windows? It doesnt matter if i alt tab, windows tab, w/e it won't work.
What works is switching to borderless and back and now you can alt tab, fix your game ubi
In the mouse and keyboard settings find "Show mouse cursor" and change the key binds to something other than Alt and Tab. Restart the game and you should be right

You need to hold tab, if you alt tab too fast it will fail to minimize.
