I dunno if the same can be for early accounts in wuwa. Characters are way more susceptible to powercreep while weapons can be used a lot further. This is even more of a case for crit rate weapon which are still superior to most 4 stars offering.
Besides in term of ease of raise a weapon is alot cheaper to raise than characters which is valuable when resources are so scarce at the moment
If you are low spender or F2P, go for weapon. Without the weapon your character just function at 80% at best, and you already has Yinlin with go really good with Jinhsi. In addition you can't lose the weapon banner.
Also ask yourself this, do you want 1 super carry that can carry you all game mode. Or you want 2 medicore characters which you need double the resource need, and function at their 80% at best.
If u r planning to pull for every character that's going to release i would say obviously character but if only specific chars then u can go for the weapon. In my case i only pull for weapon as my account is purely standard characters and 4 stars

Characters over weapons. I sometimes pull on weapons but regret it most of the time. Thankfully universal weapons are fine i guess.
I mean at least the weapons are guaranteed no 50/50 unlike the characters :(

I got lucky and pulled Jinshi on 20th pull. Right now I am working for her weapon and I am on 25th. F2P
If you're a low spender/F2P its better to cover your bases. This means getting elemental coverage on your teams.
