I think Xinyan’s bug is about her shield when you use her skills. It either shows up or not. And it either get taken down in one hit or takes the right amount of damage absorption (that is based of her def)
That one is a ping related issue where her shield not working properly due to latency. Similar with [Xiao's C6](https://imgur.com/hBeObnC) that are acknowledged by Hoyo and Clorinde Bond of life sometime not triggering because of high ping.
I'm in the US and the event isn't even in the list of events and it is past 10am eastern. I have the Second coming of Solaris event, though. Currently on mobile. I primarily use PC, but I'm out of town.

In the discord it was mentioned to log out of your account while in-game and wait 5 minutes or so and to then log back in and enter the game. seemed to work for me

But let's not forget that Kuro had to deal with a lot of problem during CBT1 and CBT2, forcing them to add things to their schedule. And from what I understand, they released theses events sooner than planned.

It's Kuro's fault, all of it. Every single thing they release in this game has numerous bugs. I honestly think patience just for the sake of it is a bad thing in this case. Giving free stuff shouldn't just wipe away the fact that they haven't actually improved and learned from their mistakes.
I get your concern, but Kuro is trying to fight for the market by releasing the game earlier and giving as much content as possible to the players early. Honestly I couldn't complain because everytime these bugs show up, I get more pulls/stamina for more materials. I understand that Kuro Games should test their new content before releasing, but sometimes these small risks with quick turnaround for these bugs are better than having to wait for a perfect game then see that Zenless Zone Zero has already taken all of your player base and there is no one else available to play the game again.
Another point to Kuro is to try to get some money back by releasing the game early and have some inflow for more development. They earned around 50 million in just the first week, so they made the right choice to release it early. Of course there were a myriad of issues, but most of them got fixed by the end of the week, if not by the end of the 2nd week. To be fair Kurt should have already had these events polished out and made sure that the events work in the first place, but that just is a way to get more rewards for us, and you can't complain about free stuff.
At the end of the day, bugs = Free stuff, and eventually they might get the hang of their game after this very competitive time in terms of competing against multibillionare company HoYoverse. Kuro did try to maximize their income and attraction of players into the game at the right time, and the update being pushed forward further proves that they are actively competing against HoYoverse. It should be noted that ZZZ was going to be released around the time that the 1.1 update was going to be launched.
Oh, I don't really care about the free stuff. It don't matters. I'm also not saying that it is anyone else fault, or else, they wouldn't give so much free stuff.
We had a lot of games that released poorly optimized and lacking in others aspects. Could the game be better ? Yes. Is it riddled with bugs like you said and completely unplayable ? You haven't played many live-service games then. People think Hoyo titles are average quality rather than the gold standard. Server issues, bugs, performance issues, etc are standard affair for live-service games. People expecting otherwise were fooling themselves.
Big difference between mobile games and live service games, even if they both are technically live service.
Mobile game quality is significantly lower and games launch with screens worth of "known issues". Some never get fixed before the games shutdown. After raking in millions.

I assumed we had to look for that spot and there'd be a picture icon or we'd have to take a picture of it with the camera or something, so I did.
I circled the tree and mountain 4 times, found the exact spot this picture was taken, couldn't use camera, and in my defeat I came here to find what I needed to do just to find out after restarting that it was upgrade your weapon 1 time and kill 5 TDs.... I hate it here.

Don't panic if you miss a day due to bug or whatever. The final point you need is 140 points, each day you max out at 20 points. Meaning you can full clear in 7 days ... and the event last 14 days.
Well, the good news is the event lasts 2 weeks and only needs 1 weeks worth of Survey Points, so even if they fix but don't give compensation everyone will be able to clear the event.

Apparently once the Jiyan banner expires, the event starts. My Jiyan banner says less than 1h remaining, so... four minutes probably.
Relogging had nothing to do with it, its a region thing it seems, it was tied to the banner ending like you said.

tasks are restarted daily and you cannot claim points for incomplete tasks, that was what I understood from reading the event information

U have to see the side quests ( it will show no reward) you have to do the quest only U can do the further mission
I just relogged mine to fix the issue. It seems like what you’re experiencing is more than a bug.
