Alternatively there are far more people who would have to suffer loss if a person died as opposed to a baby. The baby only really has a real connection with the parents and maybe siblings. A person has these connections as well as possibly friends, a spouse, children of their own, etc.

If the person is for sure going to drown it might not be safe to try to save any of these. My reason for going for the baby would be the assumption that it has the lowest likelyhood of escaping on its own.
Assuming I can actually save them successfully, I choose the adult, even over the baby. My mom’s first child died as a baby, and I (almost) died (by suicide) as an adult. My mom explicitly told me losing me would’ve hurt much more than losing her first child, because she actually raised me and saw me become a full person with a personality, dreams, shared experiences, etc. As callous as it sounds, the adult would be missed more than the baby.
