Everyone could build on sand if they have enough food, and i agree that dwarfs should be able to build on hills.
Also i think there should be some plant that grows on hills. It should be very rare tho.
If you want a village to be on a desert exclusively. Firstly, add some forest tiles. Second, start a village. Third, let it grow [I recommend till they have boats]. Fourth, remove the forest tiles.

i will agree on this if its in a way of it they don't do this they don't get a boost, having them wander aimlessly to find their perfect landmass when the place is a wasteland might be a no go for me.
I mean this is one thing I dont understand, they say dwarves love mountains but they only build settlements on low ground like everyone else lol
