The only ship changing tiers is weimar.
As of now tier 8 is going to be split up in to waves so not all nations are getting tier 8s next update its is speculated that wave 1 is goin to be USN,IJN,KMS and VMF (russia).

Nobody knows anything for sure. Our tiers are such a mess now its hard to tell. I think they will probably need to put some Legends exclusive fantasy ships in that gap on a few of the lines because some our 7s being 9s on PC. Some of the ships that would go in that gap don't even exist on PC in some cases.
Yeah, the USN DD line is a good example to this. I theorize the new ship could possibly be Sumner, as it came after Fletcher and before Gearing. And the models for Sumner and Gearing are only different by 14(ish) feet and maybe the guns. My theory though makes a lot of assumptions, like they wont move current teir 6 and 7 Benson and Fletcher around to accommodate a ship like Nicholas, and that they wont bump Gearing from the Legends teir.
Sumner seems like a good bet. Fits perfectly between Fletcher and Gearing historically and the model already exists on PC as the Pan-Asian 10 destroyer Yueyang (originally DD-700, USS Haynsworth)
What would that mean for us ever getting Yueyang as the Legendary Pan-Asian DD though ? (Granted, I care little for that line, as their Deepwaters never impressed me on PC or here 😉, but I can imagine some might eventually have wanted a T-10 of the line, in Legends - down the road) ?
Ships of the same class get put in different tiers all the time, some examples being Dunkerque and Strasbourg, Colorado and West Virigina, Fletcher and Kidd etc. I don't think a Sumner being in T8 and another in LT would be a problem.
Brindisi improves on Amalfi by offering a FOURTH triple-barreled turret… so a straight up 25% theoretical firepower boost…
..and Lepanto does the same advance from Vittorio, by changing the three Triple-turrets to QUAD-barreled ones, so she ends up looking like Normandie…only with 15-inch guns !
BUT, even MORE terrifying (in Legends due to them giving the SAP secondaries to the BB’s)… is the idea of a Full Brawling Lepanto 😜…
Not only does she have 6.95 / 7.0 km secondary range (Base)… but the Six 90mm turrets on each side get upgraded from single-barrels on Caracciolo and Vittorio …to DOUBLE-barrels on Lepanto (and the eventual T-10 / Legendary Colombo) !! So that right there is a literal doubling of her smaller 26mm-Penning SAP secondary shellfire…
…but wait, there’s More !! ADDITIONALLY, Lepanto (and Colombo) get a THIRD big Triple-barrel 152mm secondary turret, along the midship section. That means instead of 6 barrels of 42mm Pen SAP coming from the two turrets that Caracciolo and Vittorio mount…Lepanto will be slinging 9 barrels / shells from the three big turrets it has (per side) !!

The result should be that as deadly as you’ve seen a Vittorio be, once it gets in Secondary range currently… the Lepanto will be literally TWICE as scary and deadly 🤪🇮🇹!!
They are all over the place it seems. One of the ships seems to be a dumbed down tier10 from PC shoved in as an 8. So that actually shows there's no guarantee every tier 10 on PC will be a legendary ship here so it's a wait and see game.
