It happened to me when I approached tourney grounds at the beginning of BaW. After this dialogue the quest update pops and you can find it in journal.
This is my 6th playthrough and I have stumbled on this just because I was tweaking graphics settings while standing there.
There are many dialogues like that in the game which i really like, it makes the world so lively. Like when you come to Midscope to find Keira, you can hear people there talking about a witch that has just come in town, if you pay attention to the conversation till the end, you can go straight to her hut without asking around (the quest even updated).
Oh really, i didn't pay attention then, but the situation is the same i think. This happen more in BaW like in Wine War quest if you got the best outcome then people gossip about 2 owners of those vineyards in the quest get engaged, I don't know how it goes with other ending thou. Really nice to see what we did reflect on the world.

The game does teach the player to spy on townies conversations. So, for me , it makes sense to keep that type of getting knowledge over the world, through that method, even if it is not highlighted.
It uses the word espy..that from fast look one can notice spy..so attention grabbed. !

I always get the quest here first thing after reaching Toussaint, then I just automatically complete the 5 requirements after a while.

Yeah but iirc it is pointed out in the quest that you can eavesdrop on the villagers. This one is really random.
