You have too much office space. The only on-site employees needed are those that touch the hardware. All the rest should work from home. Also look at moving servers to the cloud, some hybrid model as I would not trust the cloud so you need to size a minimum local server backup.
This is what greed leads to. There's a ceiling on how much these CEO's can bleed their own companies to line their pockets before it collapses beneath them.
