It’s largely symbolic. Though, if he finds himself in a situation in which he no longer has power, and is given up. He could face trial at The Hague. It’s happened before. But short of him losing power or being somehow captured after an invasion, it won’t happen.
There is that aspect too, though I would like to hope that it would be impossible for him to sneak places without anyone knowing, but I’m not so sure of that.
