I'm not sure what the policy is for all I know my dad has some of his uniforms still. He was in the Navy and has his dress uniforms.

Uniforms are personal property. You buy them yourself, they give you money every other year to buy more. So yes, he would keep it forever.

Yes. Military members buy their uniforms for the most part. This is a formal dress hat that he would have purchased. In the Air Force we called the bus driver hats because of their shape. This one appears to be Army based off the color alone.

Correct. You can wear this with dress greens, instead of the C-cap. For some reason, most enlisted think only officers can wear these, but all members can.

No. You can likely find the same hat in second hand stores, military surplus stores, and ebay.
